City Government

Springville has a Mayor/Council form of government.

Springville has a City Clerk which conducts daily city business.


The Mayor acts as the Chief Executive Officer for Springville.

The Mayor can veto ordinances, resolutions, and amendments passed by the City Council.

The Mayor appoints members to the Library Board of Trustees and the Park Board with Council approval.

The Mayor is not considered a member of the council.

The Mayor is elected for a term of four years.

During times of emergency or public danger the Mayor can govern by proclamation.

City Clerk

A City Clerk and Assistant City Clerk are employed to carry out daily city business.

The City Clerk's role includes:

  • Fiscal Management
  • Budget Preparation
  • Publishing Agenda and Minutes for Council meetings
  • Publishing Ordinances, Enactments, and Official Notices
  • Maintaining City Records
  • Issue Licenses and Permits
  • Perform Election Duties
  • Act as City Treasurer

The Council consists of five Council Members elected at large for overlapping terms of four years.

With few exceptions, the power of the city is vested in the Council.

The Councils powers include:

  • Creation and managing of wards
  • Fiscal authority
  • Public improvements
  • Contracts

  • Compensation

The Council appoints the following officials including their powers, duties, compensation, and terms of office:

  • City Clerk
  • City Attorney
  • Zoning Board of Adjustment
  • Planning and Zoning Commission

The Council has regular meetings to conduct city business twice a month.

The Council exercises its power by majority vote.

The council can override a Mayors veto with a 2/3rds majority.
